Having made some twinks myself, I made up a list of just the necessary items to create a Green Tinted Goggles. The resulting products are also useable to the twink him/herself except for the initial rough blasting powder which is unavoidable.
The Final Products are:

There's a possibility of a slight difference on the quantity due to the skill levelling inconsistencies but it should be fairly accurate. Now if you have all those mats. Follow below:
1-30 Rough Blasting Powder - I used 31 on my last try
30-60 Handful of copper bolts - It turns gray at 60 but u need 152 anyway. so just keep making the 152.
60-61 Arclight Spanner

117-120 Silver Contact
